If you want to actually be a "core provider" you may want to consider 
running connections to multiple providers and run BGP to get routes from 
all of them, or buy from a provider like Internap that does this.  If 
you want to be a wireless ISP you also need to deal with transmitting 
the signal, geography and buildings have a huge impact there.
